How to successfully implement higher fees on students with minimal opposition:
1. Talk about it during the students’ summer vacation, so there will be minimal opposition at so-called ‘consultations’. And if there are going to be pickets or protests, there will be minimal attendance.
2. Tell them you’re going to impose the fees on incoming freshmen only, so present students won’t care. Incoming freshmen on the other hand, can’t oppose anyway.
3. Abruptly reschedule the board meeting two hours earlier so students who are planning to picket will picket for nothing when they get to the venue at the supposed meeting time.

the last I heard, the tuition increase in UP Manila, from 11k to 20k was finally passed. i dont know about the other decisions made because i left early that morning before everything ended.
the 11k to 20k increase is for UP manila - college of medicine. the ones who will be affected will be incoming laterals [class of 2011] and the new intarmed students [class of 2013].
i cant help but agree with the increase. if the people who are opposing the increase could come up with ways to generate funds, then let’s not do this tuition fee adjustment. we can’t just keep on begging for the subsidy. if the government doesn’t budge, then what? I actually salute the UP College of Medicine for having to spine to do this move.
In a perfect system, the government should be spending more for education. Thing is, they’re not. For all the complaints that UP has, you could just imagine the plight of other state universities like PUP et al. that are in a far more pathetic condition.
