			<content:encoded><![CDATA[<p>Just to let everyone know I&#8217;m still here. My blog encountered some technical problems the past week. It was down for a few days, actually. I didn&#8217;t have the luxury of time to fix it immediately. I have a hunch the blog was being hacked. I had to ask the help of my web host to restore a previous backup, so I lost a handful of my recent entries, which I simply re-posted anyway. Nawalan din ako nang ganang magsulat because of that, aside from the fact that after semestral break, all the academic and extra-curricular started to pile up quickly. I&#8217;ll be posting an entry in a little while.</p>

			<content:encoded><![CDATA[<p>[<b><i>Katipunan ng Mga Sangguniang Mag-aaral sa UP (KASAMA sa UP) statement</i></b>]</p>
<p>Pinakamainit na pagbati, mga Iskolar ng Bayan! Nagbukas na naman ang bagong semestre at kasabay nito ang panibago na namang hamon sa ating mga Iskolar ng Bayan na harapin ang iba’t-ibang usaping kinakaharap hindi lamang ng Unibersidad ng Pilipinas kung hindi pati na rin ng buong sambayanang Pilipino. Sa harap ng kabi-kabilang isyung kinakaharap natin kagaya ng papatinding pang-ekonomiyang krisis, ang walang habas na pagtaas na presyo ng mga bilihin at matinding kahirapang hinaharap ng mamamayan, ang kabiguan ng kasalukuyang rehimeng Arroyo na tugunan ang tungkulin nito sa mamamayang Pilipino at ang pasismong hinaharap nito sa mga mamamayang lumalaban para sa ating mga demokratikong mga karapatan; <b>ngayon, higit kailanman ang panahon upang sama-samang kumilos, mangahas at manindigan!</b></p>
<p>Ang taong ito ang nagmamarka ng pangalawang taon ng pagpapatupad ng pagtataas ng matrikula sa Unibersidad ng Pilipinas: mula sa Php 300 per unit ay naging Php 1000 per unit sa autonomous units at mula sa Php 200 per unit ay naging Php 600 naman para sa mga regional units sa kabila ng matinding pagtutol ng mga estudyante; kasama pa dito ang nakaambang taunang pagtataas ng matrikula ayon sa inflation rate. Habang napakataas ng binabayaran ng mga Iskolar ng Bayan, nanatili namang lugmok ang kalagayan ng iba’t-ibang kolehiyo sa iba’t-ibang yunit ng Unibersidad ng Pilipinas; nariyan ang pakikigamit ng mga kapwa nating mga Iskolar ng Bayan sa UP Visayas Cebu College ng mga libro sa aklatan ng ibang unibersidad sa Visayas, ang pagpapalipat ng mga estudyante sa kursong Chemical Engineering sa UP Visayas School of Technology sa UP Diliman at UP Los Banos dahil sa kakulangan ng mga pasilidad at instruktor at ang laganap na kakulangan sa mga pasilidad sa buong UP system:<b> ito ang tunay na kalagayan ng Unibersidad ng Pilipinas.</b></p>

<p>Malinaw at kapansin-pansin na ang mga batayang ginamit ng administrasyon, kagaya ng pangako ng pagkakaroon ng maayos na mga pasilidad upang itaas diumano ang kalidad ng edukasyon, upang ipatupad ang pagtataas ng matrikula ay walang saysay. Ang mapanlinlang na Socialized Tuition and Financial Assistance Program (STFAP) ay hindi naman naging sagot upang ampatin ang malakas na tama ng pagtataas ng matrikula sa mga Iskolar ng Bayan, bagkus ay mas lalo lamang nitong siniguro na maraming mga estudyante ang magbabayad ng mas mahal na matrikula. Ang pagtataas ng matrikula ay lalo lamang nagpapahirap sa mga iskolar ng bayan; lalo pa itong naglalayo sa maraming mga kabataang Pilipino sa dekalidad na edukasyon at bumabangga sa prinsipyo ng demokratiko at pinakamalawak na partisipasyong dapat ay tinatanganan ng Unibersidad ng Pilipinas. <b>Sa gitna ng pang-ekonomikong krisis na kinakaharap ng ating bansa mas lumalakas at tumitindi pa ang ating panawagang i-rollback ang tuition.</b></p>
<p>Sa ika-isandaang taon ng UP, inaasahan pa ang papatinding komersyalisayon ng edukasyon sa porma ng pakikipagsabwatan sa mga pribadong korporasyon upang gamitin at pagkakitaan ang mga lupain at ari-arian ng Unibersidad ng Pilipinas at pagpapapasan sa mga Iskolar ng Bayan sa responsibilad ng estado na maglaan ng badyet sa edukasyon sa pamamagitan ng pagtataas at pagkakaroon ng sari-saring bayarin kagaya ng mga hindi maipaliwanag na Laboratory fees at iba pang mga bayarin. Ngunit hindi bulag ang mga Iskolar ng Bayan sa mga kaganapang ito. <b>Sa bawat pagtapak sa ating mga karapatan, tanging malakas at nagkakaisang pagkilos lamang ang ating sandigan.</b></p>
<p>Sa papatindi pang komersyalisayong tinutungo ng Unibersidad ng Pilipinas nangangahulugan din ito ng papatindi pang represyong ipatutupad ng administrasyon laban sa mga Iskolar ng Bayan na patuloy na kumikilos at lumalaban para sa ating mga karapatan; <b>ang represyong ito ay bunga ng nagbabanggaang interes ng administrasyon na patuloy pang kumita ng mas malaking halaga mula sa atin at ang matagal nang ipinaglalaban ng mga Iskolar ng Bayan—ang karapatan sa edukasyon. </b>Sari-saring mga mekanismo at polisiya ang ipinatutupad ng administrasyon upang ilayo ang mga Iskolar ng Bayan sa malakas at organisadong pagkilos; nariyan ang pagbabawal sa paglulunsad ng mga kilos protesta sa mga gusali ng unibersidad kagaya ng AS lobby sa UP Diliman, pagtanggal sa karapatan ng mga University Student Council na mahawakan ang programa ng Freshmen Welcome Assembly kagaya ng nangyari sa UP Baguio, harapang pambabastos sa mga institusyong bunga ng sama-samang pagkilos ng mga estudyante kagaya ng pagde-delay sa eleksyon ng mga konseho ng mga mag-aaral sa UP Los Banos at sa pagtatalaga ng editor-in-chief ng UPLB Perspective.</p>
<p>Ang mga nabanggit na mekanismo at polisiya ay ilan lamang sa mga konkretong manipestayon ng pagtapak sa mga demokratikong karapatan ng mga Iskolar ng Bayan. Kamakailan lamang, bilang diumano’y regalo para sa ika-isandaang taon ng Unibersidad ng Pilipinas, ay ipinasa ang bagong UP Charter. Ang bagong UP Charter na ito ay mas lalo lamang magpapatindi sa komersyalisasyong kasalukuyang tinutungo ng unibersidad at magsisigurado pa ng mas pagpapaliit sa puwang para sa paglaban ng mga Iskolar ng Bayan para sa ating mga demokratikong karapatan. <b>Isa sa mga tampok na probisyon ng bagong UP Charter ay ang pagpapasailalim ng mga batas na gagabay sa pagpili ng kaisa-isang rehente ng mga estudyante (Student Regent) sa isang referendum.</b></p>
<p>Ang rehente ng mga estudyante o ang Student Regent (SR) ay ang kaisa-isang kinatawan ng halos nasa limampung libong estudyante sa buong Unibersidad ng Pilipinas sa loob ng Board of Regents – ang pinakamataas na kapulungang nagtatakda ng mga polisiyang ipatutupad sa unibersidad. Ang rehente ng mga estudyante (SR) ang pangunahing boses ng mga Iskolar ng Bayan pagdating sa mga usaping makaaapekto sa ating mga estudyante. Kung ating babalikan ang makulay at militanteng kasaysayan ng kilusang kabataan at estudyante, ang pagkakaroon natin ng kinatawan sa loob ng Board of Regents ay pinagbuwisan ng pawis, pagod at maging buhay ng mga Iskolar ng Bayan na nauna sa atin; ang pagkakaroon ng rehente ng mga estudyante ay bunga ng tagumpay ng sama-samang pagkilos ng mga Iskolar ng Bayan. Ang pagkakapasok sa UP Charter ng probisyon ukol sa pagpapasailalim sa mga batas na gagabay sa pagpili ng Student Regent sa isang referendum ay hindi dumaan sa konsultasyon sa mga estudyante; <b>ang pagpapahirap sa proseso upang magkaroon ng Student Regent ay isa na naman sa mga mekanismo ng administrasyon upang buong-buong buwagin ang kahit anong organisadong pagkilos upang tuligsain at labanan ang papatinding komersyalisayon ng edukasyon sa loob ng Unibersidad ng Pilipinas.</b></p>
<p>Napakahalaga ng tungkulin ng mga institusyon ng mga estudyante kagaya ng mga konseho ng mga mag-aaral, organisasyon at publikasyon sa loob ng Unibersidad ng Pilipinas bilang mga pangunahing nagsusulong at nakikipaglaban para sa mga karapatan ng mga Iskolar ng Bayan at ng sambayanang Pilipino. Ang mga nasabing institusyon ang kinatawan at nagsisilbing boses ng mga Iskolar ng Bayan sa mga kapulungan kung saan itinatakda ang mga polisiyang nakaaapekto sa buong unibersidad. Ang mga institusyon ding ito ang konkretong manipestasyon ng pag-iral ng demokrasya sa loob ng pamantasan; sa bawat usaping kinakaharap ng unibersidad at ng mga mamamayan, ang mga institusyong ito ang nagsisilbing malakas at nagkakaisang tinig ng mga Iskolar ng Bayan.</p>
<p>Sa sentenaryo ng Unibersidad ng Pilipinas, napakalaking hamon ang kumakaharap sa ating mga Iskolar ng Bayan; sa panahon kung saan papatindi ang komersyalisasyon ng edukasyon at papataas pa ang laban natin para sa ating mga demokratikong karapatan, nanganganib ang institusyon at pangunahing boses ng mga Iskolar ng Bayan sa loob ng Board of Regents. Sa panganganib ng pangunahing institusyon ng mga estudyante sa loob ng Unibersidad ng Pilipinas kitang-kita ang pagtagos ng pasismo ng estado maging sa loob ng ating unibersidad; nagiging epektibong kasapakat ng rehimeng Arroyo ang administrasyon ng UP upang patuloy pang abandunahin ang responsibilidad nito sa edukasyon. Ang mapanlinlang at tusong hakbang ng administrasyon upang buong-buong apakan ang karapatan ng mga Iskolar ng Bayan ay hindi lamang natin hahayaang basta na lamang maganap. Sa bawat bigwas ng pasismo na ipamamalas ng sabwatang UP administration at rehimeng Arroyo upang buwagin ang ating hanay ay mas malakas at matinding sama-samang pagkilos ang magiging sagot nating mga Iskolar ng Bayan!</p>
<p><i><b>Ipaglaban ang ating mga demokratikong karapatan!<br />
Ipagpatuloy ang laban para sa pag-ro-rollback ng tuition!<br />
Sama-sama nating protektahan ang institusyong ipinaglaban at pinagbuwisan ng buhay ng mga naunang Iskolar ng Bayan!<br />
Ipaglaban ang Opisina ng Rehente ng mga Estudyante na siyang nag-iisa nating tinig sa loob ng Board of Regents!<br />
Wakasan ang kahirapan at labanan ang pasismo ng rehimeng Arroyo!</i></b></p>

<p>Because we know our second semester is going to be more stressful than the first, and that we possibly wouldn’t have any other chance to enjoy carefree leisure afternoons, my law blockmates and I had a lunch and swimming / badminton party the day before registration and enrollment.</p>
<p>It was potluck lunch and I brought the rice. Others brought the usual pork barbecue, hotdogs, chicken pastel, softdrinks, graham cake, and chips. One of my blockmates prepared a special block awards program. It’s hilarious. After lunch, some of us went to play badminton. 			<content:encoded><![CDATA[<p>The first class that we had for this semester is the <em>Legal Profession</em> class we had last Friday afternoon. After the customary self-introductions and whatnot, and before the professor dismissed the class, she asked us to write a short essay on why we wanted to become lawyers, with leading questions that struck some of us. Do we genuinely want to become lawyers to be of service to the people, or are we just pressured by family or peers, or inspired by ambition, politics and wealth?</p>
<p>I’ve always believed that the legal arena is the arena of the ruling order. I’ve always believed our current legal system exists largely to preserve the status quo. Who, after all, makes and passes all our laws. Sure, there are such things such as the bill of rights and the state policies and principles enshrined in our Constitution. But they are there to serve as illusions, a smokescreen to the real and operational code. The wealthy and the powerful get away with anything using the legal system. Farmers and workers are deprived of their rights and a better way of life in favor of capitalists using the legal system. It’s terribly frustrating.</p>

<p>What’s even more frustrating for me is that with the increasingly steep cost of tuition in UP, the study of the legal order has become even more inaccessible to those who cannot afford it, to those who need the law the most. To those who are most oppressed and repressed.</p>
<p>For example, the past weeks saw how the Arroyo government, through the Armed Forces of the Philippines, the Philippine National Police and the Department of National Defense, targeted leaders of the progressive mass movement in Southern Tagalog, from union leaders, peasant organizers, environment activists, urban poor organizers and even lawyers, with fabricated criminal charges from rebellion to murder. Even more preposterous is how the government brought all these cases to remote Oriental Mindoro in an apparent bid to deprive the activists of crucial support from organizations, their families and friends.</p>
<p>Thus, the choice to enter this arena, granted the rare opportunity and given the present conditions, was a choice that, for me, was not difficult to make. It is an opportunity that I will not simply pass or take for granted. I genuinely want to become a lawyer.</p>

<p>Right after having <a href="http://www.bikoy.net/archives/2008/11/05/block-lunch-at-tagaytay/">lunch at Tagaytay</a> with my blockmates, we drove back to Manila in under two hours to get to Star City by six in the evening. We didn&#8217;t let Enchanted Kingdom&#8217;s being closed douse our excitement for rides.</p>
<p>For some of my blockmates, it was the first time they&#8217;ve been to Star City, while for me it was the second time this year. Because it was Tuesday evening, the theme park wasn&#8217;t too crowded and the lines not long, so we were able to try out some of the rides multiple times. My blockmates and I bought ride-all-you-can tickets so we took advantage of it by going through almost all of the rides, even to all of the horror houses. At the end of the night, we were professing to each other how much more fun Star City was than Enchanted Kingdom. As some of us say, [Block] B is for bitter.</p>

<p>Because I had just been there a couple of months back, I felt more confident riding the wild adult rides with my blockmates. </p>
<p><i>Surf Dance</i> topped our lists of wildest Star City rides. Walang awa talaga. The ride almost literally sweeps you off your feet unapologetically. It randomly twists and turns and throws you off in different directions without allowing you to recover for a brief second. It&#8217;s like being on a crashing airplane. </p>
<p><i>Star Flyer</i> comes in a close second. It is, as of now, the only inverted roller coaster in the country. You ride on seats attached inverted from the tracks, with your feet hanging on air. I don&#8217;t remember, though, how many loops it had. My blockmates and I rode it twice. The first one to dispose our apprehensions and fears.</p>
<p>We also had a scream-fest at the horror houses. We also entered <i>Snow World</i>, the park in a giant freezer where there are ice sculptures and ice slides and where temperature is kept at negative fifteen degrees celcius. I wanted to challenge everyone as to who could stay inside longest, unfortunately some of my blockmates were wearing slippers so they rushed out in under five minutes.</p>
<p>Whew. As I&#8217;ve said in the previous blog entry, I don&#8217;t remember having this much wholesome fun in months. Wouldn&#8217;t have it again in a couple more as the second semester starts.</p>

<p>Some of my blockmates and I wanted to make most out of the last few days of the sembreak before the second semester starts so we decided to plan a trip to Enchanted Kingdom in Sta. Rosa, Laguna yesterday, November 4. Unfortunately, we did not foresee that the theme park was closed from Mondays to Wednesdays. We did not allow it to defeat our objective for the day, however. We spontaneously decided to drive to Tagaytay and then back to Manila to spend the rest of the night at Star City. It turned out to be a great spontaneous plan, definitely satisfying.</p>
<p>We left Diliman just before noon and arrived at Tagaytay around half-past one. On the way to Tagaytay, just to complete our frustration with Enchanted Kingdom, we had to pass by the place to really see for ourselves that it was indeed closed for the day. Anyway, when we got to Tagaytay, some of my blockmates were looking for bulalo, so for lunch we settled at this bulalo restaurant along the highway with a great view of Taal Lake and Taal Volcano.</p>

<p>We had a very satisfying lunch of <i>bulalo</i>, <i>lutong macao</i> (chopsuey of sorts with lots of meat and seafood) and sizzling chicken. We were so full on the way back to Manila. Despite that, we stopped by Rowena&#8217;s along the highway to Sta. Rosa to buy some pastries and other pasalubong.</p>
<p>Before anything else, many thanks to Rex, from block A, who we tagged along and went with us. It was his van that we rode all throughout.</p>
<p>I shall write about our Star City adventure in another blog entry. My block is unbelievable sometimes, I&#8217;m off to a swimming party and lunch with my blockmates, again. Talagang nilulubos ang liwaliw bago ang buwan-buwang pag-aaral na magsisimula bukas. I don&#8217;t remember having this much wholesome fun in months.</p>

<p>We went to Amadeo, Cavite for our departed paternal grandparents and other relatives last October 31, then to Sta. Maria, Bulacan for our maternal ones last November 1. We didn&#8217;t do much at the cemetery. It would seem to me that we&#8217;ve been spending less time at the cemeteries the past few years. It&#8217;s not like the way it used to when aunts, cousins and relatives from all over spend an entire afternoon together at the family mausoleums for Undas.</p>
<p>The atmosphere around the cemetery, especially in Sta. Maria, is as festive as usual. Undas always feels like one big fiesta at the cemeteries, with food stalls and marching bands roving around playing religious fares.</p>

<p>We held our USC (University Student Council) mid-term assessment and planning last <strike>Tuesday</strike> Thursday at the Consunji conference room in UP Bahay ng Alumni. </p>
<p>So we assessed our performance the past first semester and calendared our projects and campaigns for the next semester. We also finally sat down and agreed to be frank and honest with each other. We all knew that we really don&#8217;t get along some times, ideologically-speaking, of course, evident in hour-long sessions that last till midnight where we debate and argue almost endlessly on our principles and stands on issues and there&#8217;s sometimes no use pretending we can create consensus. </p>

<p>Finally recognizing that fact, we all agreed to make do with the situation and just make the last five months of our short term as student leaders worthwhile. We have big tasks ahead of us, gargantuan campaigns for students&#8217; democratic rights, and big projects especially the UP Fair, and despite the numerous differences we all have to fall back on our raison d&#8217;etre. For the students and for the people.</p>
